Big crowd at property expo

DESPITE the economic slowdown, many bargain hunters showed up yesterday at the annual property showcase, Penang International Property Expo 2009 (PIP09), held at the Penang International Sports Arena (PISA) in Relau, Penang.

Many were seen busy collecting brochures and enquiring about property projects and their attractive incentives, easy financing packages and free gifts.

The three-day PIP09 was launched by the state Housing and Town and Country Planning Committee chairman Wong Hon Wai. It is being held for the fourth consecutive year at PISA.

Also present was the event organising chairman Datuk Syed Mohd Aidid Syed Murtaza who said that the response on the first day was good, adding that he expected more people over the weekend.

“There are also opportunities in this crisis (economic slowdown), and if we put our minds together we can weather the storm,’’ he added.

There are 55 exhibitors showcasing their properties, products and services at the event.

Organised by PIP Creation Sdn Bhd, the event is supported by the state government with the cooperation of Penevents and Raine & Horne International.

Most of the booths are well decorated with extra space for customers to sit and have discussions.

The trophy for the best decorated booth went to SP Setia Bhd, which is decorated with plants such as fern, petunia, yucca and lavender to give their customers a feel of their project in Sungai Ara which is surrounded by greenery.

Its sales and marketing property division (north) customer relations manager Yeoh Chee Beng said the company wanted to show their customers the beautiful landscape of the eco-tourism project.

“We have our ‘5/95’ home loan package where buyers only need to pay 5% down payment, while 95% is bank loan. We are also providing free legal fees and stamp duty for the sale and purchase agreement, loan agreement and transfer,’’ he added.

As for Mah Sing Properties Sdn Bhd, which is participating for the second time, it hoped to attract purchasers to their three-storey terrace houses in Batu Maung.

Its marketing and sales manager Venus Ho said this was their first project in Penang.

PDC properties architect Fahimah Abu Bakar said many people had sought information on their high-end project in Batu Kawan and their low and low-medium cost projects in Sungai Nibong.

Visitor Joseph Dass, 32, said he expected great bargains because of the current economic situation.

“I am living with my parents at the moment and I really hope to get a good deal for a landed property,” he said.

Besides the property booths, there are also booths on security companies, household products and banks.

Mahmood Security (M) Sdn Bhd stands out with its display of a van and MPV at the exhibition corner.

Wong in his speech said the property sector was not drastically affected by the global economic slowdown like in Britain and United States.

“In fact, property transactions towards the second half of last year were encouraging, and hopefully the lag factor will be minimised with the various economic incentives pursued by the government.

“Developers will have to be more innovative to attract potential buyers and build more affordable housing,’’ he said.

黃漢偉：免供過於求
檳嚴密監督產業市場
（檳城28日訊）檳州行政議員黃漢偉指出，全球目前飽受金融海嘯沖擊，州政府已嚴密監督州內的產業市場，以避免90年代經濟蕭條時，面對的屋業供過于求及多項發展計劃紛紛被擱置的歷史重演。

這位掌管房屋委員會的州行政議員說，要重整這些擱置計劃往往需耗費大量資金，同時也承受社會異議。

“一如十多年前，在天德園一項被擱置的屋業發展計劃以及壟尾大華高原計劃，所幸，前者目前已露重振的曙光，而后者，州政府則仍在竭盡所能與清盤司協商尋求一個最佳解決方案。

黃漢偉是代表檳首長林冠英出席由PIP Creation有限公司主辦，並獲州政府聯合PenEvents有限公司與永利行贊助的“ 2009年檳州國際產業展”主持開幕致詞時，這么指出。

減少繁文縟節

第四屆產業展銷盛會吸引多達55個攤格參展，還呈獻一系列優惠配套及備有超過1萬令吉幸運獎待參觀者贏取。

他說，州政府也已指示檳島及威省市政局重新檢討及減少一切有關圖測及建築准申請的指南與繁文縟節，以便簡化及加速申請程序。

他說，州政府歡迎任何正面的意見與回饋，並希望在取得公眾的合作、犧牲之前，共赴時艱。

他透露，州政府房屋委員會最近曾赴新加坡取經，發現新加坡不但有能力為高達90%人口提供良好居住環境的住宅，更擁有非常好的基本設施，完善的保養與維修，也使一些經擁有31年歷史的建築物看起來有如才建竣3年。

“反觀檳城，一年只得一年的屋齡，其電梯卻已殘舊得有如已用上30年般。”

其實，他說，要達到所需的房屋目標非難事，要良好保養卻非易事，這是很值得我們學習的。

這項展銷會今年也首創地設有產業界網絡交流會，其他重點還有產業拍賣、及各項專題講座。

黃漢偉：浪費政府公款
住戶破壞基設終止租約

黃漢偉強調，凡是被發現刻意破壞政府組屋基本設施的住戶先被警告，重犯則會即刻終止他們的租約，訓令他們搬遷。

他說，這是因為這些人民不適合住在群體生活的組屋，組屋公用的基本設施屬於大家的，一旦被破壞，大家都會受連累。

他說，尤其是組屋內的電梯，更應該好好照顧及別刻意破壞。

黃漢偉週五巡視重新被維修好的北海安邦惹惹3座人民組屋的5架電梯後，這麼說。

州政府撥3萬維修電梯

他說，這3座組屋內6架的電梯，其中5架在3月13日被人刻意破壞，州政府即刻撥出3萬令吉維修。

他說，這筆錢原本是不必花的，可是在沒有公德心者的破壞後，政府就必須浪費公款。

他也呼吁父母應該嚴加管教子女的行徑，否則居民都會受苦。

他表示居民協會將嚴厲的管制此事，提防電梯被人刻意破壞的事件。

（北海27日讯）黄汉伟率官员一窥麦曼珍青屋区居民的生活起居情况。

掌管房屋委员会的黄汉伟行政议员与各相关部门官员，在周五上午前往安邦惹惹人民组屋之后，一道同往距离不远的麦曼珍组屋，以诚意来了解麦曼珍青屋区的实况，以便拟出更佳及适合的解决方案，在下周一居民对话时向居民做出公布。

他说，麦曼珍青屋区的情况大约可分四类别，即青屋居民、居住在临时准证土地上的居民，未拥临时准证居住在土地上的居民，以及上述三类别当中扩建的家庭住户，每一个类别都会有不同的方案。

黄汉伟在陈楷宗以及官员及当地居民的带领下，花了约45分钟的时间，涉足麦曼珍青屋区。在居民的带领下，亦看了保留了40年的青屋原有房屋。

白蚁侵蚀严重

居民起居情况尽入眼帘，黄汉伟甚至也亲自体验老地板在脚间传来的震撼。

一些在家的居民，也趁着黄汉伟行政议员的到访，尽诉40年来的情况，尤其是房屋失修白蚁侵蚀的严重情况，地板、顶屋受破坏等问题。

居民西文也大略的向黄汉伟陈述70年代一场火患，他们被迫安排前来临时居住5年，但这一个5年却换来40年之久，青屋居民的问题始终无法解决。他们也表露了麦曼珍位处理想地带，邻近基本设施方便，居民们都要在麦曼珍居住的意愿。

当地的居民，也会在周日，召开居民本身的会议，收集居民们的意见，才在周一晚，与槟州政府展开对话。

大華高原也有好消息

天德園珍美園公寓計劃被擱置了十年，終有發展商接手發展。
（檳城24日訊）天德園珍美園公寓計劃被擱置了十年終有發展商接手。行政議員黃漢偉也透露，另家發展商對大華高原尚未完成的工程表示興趣。
今日，檳州城市、鄉村規劃房屋委員會主席黃漢偉與接手發展珍美園公寓計劃的發展商代表及檳島市政局官員，到位于天德園路的工地巡視。

黃漢偉說，這項計劃被擱置了十年，但終于有發展商接手，而檳島市政局已批准了相關的圖測。

“最近有一家發展公司對大華高原尚未完成的工程表示興趣，也與清盤師及有關的購屋者聯盟代表談了一次，這是一個開始。”

他說，州政府通常會豁免願意搶救被擱置發展計劃的發展商，讓他們不需付貢獻金，這些貢獻金可達百萬令吉。

商討賠償方式

針對珍美園公寓計劃a，發展商面對了遷移受影響居民的問題，發展商代表將自行與有關居民商討賠償的方式。

珍美園公寓計劃在一座斜坡下，雖然發展地段不包括斜坡，但在工程進行當中，發展商需開辟這片斜坡，目尚有4戶人家住在斜坡上，其中3家將直接受影響。

據居民曾朝明（65歲）指出，這片斜坡不屬于發展商，其實只是發展商向地主借用，但地主希望居民自己與發展商洽談。

“之前，發展商代表說要賠6萬5000令吉，目前降至4萬令吉，但是我認為用賠這個字眼不適合，他們應該向我們買才對。”

他說，如果這片地屬于發展商的，他可以理解，但是發展商只是借用。

他強調他沒說過不要搬，他也願意讓路發展，但他希望發展商向他買起他目前住的屋子，而不需“賠”他，售價是16萬令吉。


北海青屋居民搬遷問題
30日官民對話
州政府將在本30日，為北海青屋居民搬遷問題舉行對話會，屆時希望相關居民可踴躍出席。

檳州城市、鄉村規劃房屋委員會主席黃漢偉于宣布，州政府將于本月30日（週一）晚上8時30分，在斯里姆魯甘廟（北海青屋隔壁）的禮堂，針對青屋居民搬遷的賠償細節，與居民進行對話。

屆時，讓區州議員林峰成也會出席。

Drainage issue

I obtained a good rating in GuangMin Daily. The newspaper interviewed randomly picked voters in Air itam and the feedback towards me are positive.

To some elected reps and NGOs, drainage is minor issue and should leave it to the MPPP to resolve.

Bear it mind that outside the city limit (like Air Itam), it is been handled by JKR.
Thus, it is not the duty of MPPP to solve the drainage outside the city limit.

The following is an example one of the longkang I have helped to reconstruct last week. The hawkers in Happy Valley, Air Itam thank me for solving their problem.

給阿查哈上一課

最近，我摃上了阿查哈。

生平最痛恨滑頭的政治人物；阿查哈胡說八道，混淆視聽，我不客氣召開記者會抨擊他。

阿查哈上周說，全部檳州獲得聯邦工程的F級承包商，須獲得巫統區部主席的簽名支持，
才能獲得合約；這種不負責任的謬論，混帳之極。

與聲討峇東埔補選時發表種族論的阿末依斯邁一樣，反擊鬼話連篇的阿查哈，快意恩仇，
大快人心。

向來堅信「好人只是廣結善緣，真正的好人卻不怕廣結惡緣」。行政議員工作上軌後，
我已作好準備「廣結惡緣」對付政壇惡客，展現「慓悍」的另一面。

身高五尺十的阿查哈，是我第一個惡緣。

阿查哈是檳州巫統強人，也是巫統霸權文化下的產物；社交手腕圓滑，深懂選舉文化。

三零八大選檳州政權更換後，阿查哈從掌管土地的前行政議員，變成州議會反對黨領袖。
身份變換之迅速，他也措手不及。

無論如何，他仍是聯邦政府的檳州區域發展機構主席，獲分配官車，掌握許多政府資源。

身兼檳州巫統秘書的他，盤據威省最北端本南也州議席多年，老樹盤根，學足巫統骯髒政
治的生存之道；與許子根沒兩樣，兩人皆熟讀現代厚黑學權術的〈the power〉紅色小冊子
。

最顯著的例子是，最近首相阿都拉蒞臨檳州巫統大廈主持巫統內部會議，報章報導只有希
爾米在大門迎接首相，聰明的阿查哈及同僚躲在會議室內等候。此一時彼一時，這就是巫
統西瓜靠大邊的文化，當領袖將下台時，二三線領袖紛紛「跳舞」去擁護新上任的巨頭。

前首相馬哈迪揭露，最近巫統黨選金錢政治泛濫，許多急求上位的巫統領袖在黨選中花的
錢，或來自巧取豪奪，或來自同流合污，取之有盜，見不得人的，更難勝數。

阿查哈上述承包商須獲巫統區部主席簽名支持才獲合約的驚人宣佈，明目張膽計劃
收編其他區部主席，以求黨選中突破重圍再攀高峰。

他的言論，再次證實巫統頭頭須為爭取區區的巫統區會主席支持而斗得頭破血流；一些
巫統區會主席所掌握的權力甚至還可決定聯邦小型工程可分配予特定的承包商。已進化到

可笑的是，當民主的進度已進化到政府工程公開抽籤及公開招標，阿查哈的言論還停留在
恐龍時代。

英國歷史學家艾克頓察覺出來，「權力使人腐化，絕對的權力使人絕對腐化」。早期的國
陣，是權力腐化國陣，後期的國陣，是國陣腐化權力。

我言近旨遠的看法是，防止權力腐化最澈底的法子，就是把腐敗的政治惡客趕下台。

讓好人活下去，得先讓壞人活不下來。

SOME 500 poor and squatter families will benefit from a Public Housing Project (PPR) which will be implemented for the first time in Penang’s southwest district.

The RM35mil project will be undertaken on a 4.2ha land next to the Puspakom premises in Teluk Kumbar.

State Town and Country Planning and Housing Committee chairman Wong Hon Wai said the project was different from the previous six PPR projects which had been implemented in the state.

“For the Teluk Kumbar project, the state has allocated land worth some RM10mil and the project is financed by the Federal Govern-ment which will also appoint the contractor,” he said at a press conference in Komtar yesterday.

He said the six PPR projects were undertaken by the state government with collaboration from the private sector.

He said work on the Teluk Kumbar project was expected to start soon and finish in 2011.

“Priority will be given to poor and squatter families with a household income of less than RM700 per month and they will first have to attend an interview.

“The successful applicants can rent the units for three years and the tenure will be extended two more years if they want to rent for a longer duration,” he said.

He said the applicants must be registered with the Penang Housing Department.

Wong said the state would also submit its proposal to the Federal Government to build PPR projects under the additional RM200mil package announced by Deputy Prime Minister Datuk Seri Najib Tun Razak during the Mini Budget 2009 on Tuesday.

“We hope to use the PPR project at Teluk Kumbar as our model to spearhead similar projects by wor-king together with the Federal Go-vernment to benefit the people,” he said.

（檳城）檳州城市及鄉村規劃、房屋委員會主席黃漢偉宣佈，州政府在上週的行政議會通過與中央政府合作，在公巴推出人民組屋發展計劃，這計劃預料將在2年後竣工。

他說，公巴是西南區首個推出人民組屋發展計劃的地點，這也是州政府與中央政府的合作成果。

州政府撥地中央撥款

他說，在此發展計劃中，州政府撥出10.4依格的地段，作為建造500個每間700平方尺的組屋單位，而中央政府則將通過房地部的撥款、遴選承包商、興建組屋、提供組屋的基本設施及確保工程可以如期完工。

“州政府所撥出的土地位於公巴電腦驗車中心旁，根據檳州產業估價局作出的估價，有關土地的價格為1010萬令吉。”

他說，政府興建人民組屋的目的，是為了讓窮苦人民能夠有個棲身之處，同時也成為政府重新安頓非法木屋居民及受到政府發展計劃影響的居民的計劃。

檳州已有6人民組屋計劃

他說，檳州已有6個人民組屋計劃，包括再納阿比丁路Taman Manggis人民組屋、雙溪檳榔路人民組屋、安邦惹惹人民組屋、Taman Bagan Jaya人民組屋、威中Desa Wawasan人民組屋及威北Ampangan人民組屋。

他說，目前州政府並沒有需要申請人民組屋人數的確實數據，不過共有6000人正在廉價組屋及中低價組屋申請的等待名單內。

另外，針對副首相兼財政部長納吉在迷你財政預算案中，公佈將撥出2億令吉予全國興建人民組屋，黃漢偉認為，中央政府應該在此措施上採取公平的態度，將有關撥款平分予每個州屬。

THE Penang Government has allocated RM230,000 to repair the five lifts at the Ampang Jajar flats in Butterworth which have malfunctioned due to vandalism.

State Town, Country Planning and Housing Committee chairman Wong Hon Wai said work to repair the lifts will start immediately and take about two weeks to be completed.

“The components of the lifts have been ripped off by vandals and the company maintaining them need time to replace the parts, especially the main card panel,” he said after visiting the flats recently.

Wong also said the state Housing Department has spent RM200,000 to maintain the lifts since the flats were occupied last year.

The residents, fed up with the constant lift breakdowns, have threatened to hold daily demonstrations at the state secretariat building in Komtar if the problem is not addressed quickly.

Wong said he has requested the supervisors of the three blocks to submit weekly reports on the condition of the lifts, adding that he will also hold a dialogue with the residents to request them to upkeep the lifts and catch the vandals.

He said there are 760 units in the blocks with 1,300 occupants. Each block has two lifts with only one lift at Block C still functioning.

Wong said he will find a long-term solution to the vandalism.

1 of 2（檳城‧北海）北海安邦惹惹3座政府人民組屋雖然僅是啟用1年餘，不過內部的公共設施包括5架電梯、消防水管等皆遭人嚴重破壞，導致政府房屋部必須再承擔逾20萬令吉的維修費。

上述3座A、B及C組屋共有6架電梯，唯目前只有1架電梯能夠操作，其餘5架皆因電板被人撬開，並取走內部值錢零件，造成電梯皆無法操作。

檳州城市、鄉村規劃及房屋部委員會主席黃漢偉在接獲當地居民投訴後，特在週四（3月12日）中午前往有關座組實地瞭解詳情。

黃漢偉：居民每天被迫走樓梯

黃漢偉說，目前此組屋區共有760戶居民，A和B座為10層及C座為16層組屋。

他說，每座組屋共有2架電梯，但目前則只剩下1架能夠操作，造成居民每天都被迫走樓梯而苦不堪言。

他指出，基於電梯的按鈕、電板和零件，皆被無公德心者破壞，並盜走內部一些能變賣的零件，所以才造成人民的不便。

“也有一些缺德者，故意在電梯內大小便，並用腳猛踢電梯門，造成電梯門無法開關，導致最終不能操作。”

他也不滿組屋內所裝置的消防栓及水管也被破壞，因為這是基本的防火設備，萬一組屋發生火患，它將嚴重影響整個救火工作。

要求房屋部官員每週呈報告

他表示將會針對此問題尋找解決方案，其中包括要求管理層即房屋部官員，每週呈上相關報告，讓他瞭解各政府組屋目前的情況。以免等到發生悲劇後，人民埋怨州政府為何沒有關注上述事件。

他表示目前由州房屋部管理的組屋和排屋共有42座，所以他也會要求有關負責官員呈交全部的報告給他。

他建議陽光集團推介“對塑膠袋說不”運動，提供顧客紙袋或鼓勵顧客自備塑膠袋來購物，甚至獎勵實踐“再使用”和“再循環”概念的顧客。

他相信陽光集團如果率先減少或禁止塑膠袋的使用，這個小小的改變將為整個大環境帶來正面的影響

檳城打造花街‧大馬櫻花朵朵開

（檳城）近日“大馬櫻花”盛開，到處可見白紫參半的花海，本地人不花分文，隨時可賞花。州政府意識到這個花季的特色，所以大力鼓吹私人界植樹花樹計劃，聯手為檳州打造更多花街以美化市容。

大馬櫻花在檳城盛開的地區包括湖內、壟尾、新港、峇央峇魯、瑪蘇麗路、雙威鎮等。檳州美化委員會主席黃漢偉行政議員指出，州政府已連續兩年（2007與2008年）達致種植5萬棵花樹的標準，顯然當局的努力漸獲公認。

他說，檳州今年再次榮獲在柔佛州主辦的“美化日”參與獎項，但當局仍覺得可以尋求私人界的支持，進一步提高植樹目標，包括規劃各小大住宅區，栽種適當的花木，如“大馬櫻花”便是其中一種。

歡迎私人界植樹

“目前比較主動和熱衷植樹計劃的私人單位，僅限於工廠和酒店業者，而且播種紅樹較為普遍，當局希望響應者可以更多元化，同時也歡迎私人界提供規劃植樹的意見，以便市容更整齊美觀。”

他說，私人界可以獻議支持大小植樹計劃，當局鑑定建議中的地點適合後，便逐一落實，當然不是每個空地或者路邊都適合種植花木。

“檳州美化專案委員會也在統籌植樹計劃方面，與森林局和市政局有一定的共識，根據各新舊住宅區的範圍大小，規劃花木的密度，也選種適當的花木，避免影響觀瞻。”

湖內巫金13區睦鄰計劃主席吳鍾英則說，雖然本地櫻花不能媲美韓、日的冬季櫻花，但若市政局有適當的管理及規劃，相信大馬櫻花也有望成為熱帶國家點綴街景的特色。

他遺憾當局管理不當，沒有監督承包商管理花木素質，也沒有更新枯樹，導致街景美化不夠完美。他建議當局沿街植樹時，確定道路兩邊的花木密度整齊，品種也要統一，最理想是確保花木陳列長度至少5公里，才能達致美化市容效益。

他也建議當局在適當的地區，種植適當的樹木，比如峇六拜沿海一帶，只適合種植棕櫚、日本草或者台灣草之類，才會美觀。

大馬櫻花有4色

檳島市政局美化部一名官員說，“大馬櫻花”俗稱“Tecoma”，共有紫、白、粉紅與黃色4種，其中黃色品種比較罕見，其學名也分為Tabebuia Rosea（粉紅色）、Tabebuia Riparia（白色）、Tabebuia Pallida（白紅色）以及Tabebuia Argentea（黃色），分別源自美國熱帶地區、南美洲以及東南亞國家。

大馬櫻花是一般的遮蔭樹木，每年只開一季花，花期長達3個月，目前正是花盛開時期。由於樹大花朵稠密，因此大馬櫻花盛開景色迷人。

她指出，當局也希望沿街種植這種花樹，但礙於發展的壓力，許多大馬櫻花茂密成長後便被砍掉。

她認為，若有適當的空間，市民也可以隨意栽種此花美化家園，任何花圃供應站都可購得。（讀者紀行於2009年3月12日來函說：“檳城打造花樹‧大馬櫻花朵朵開”中的所提及的花樹，如果沒錯，應該是“風鈴木”。）

槟承包商需巫统签名才获合约？
黄汉伟轰变相鼓吹“政商勾结”

槟州行政议员黄汉伟今天批评，槟州在野党领袖阿查哈要求，F级承包商先获得巫统区部主席“签名支持”以证明能力，才可获颁中央政府合约的言论，是一种不折不扣的“政商勾结”写照。

根据《阳光报》（Sinar Harian）昨日一篇题为“F级承包商需获巫统区部主席支持”的报道，阿查哈（Azahar Ibrahim）在主持一项中央乡委会委任仪式时表示，将向地方领袖索取F级承包商的名单，以确保所有承包商能履行合约规定的工程。

也是房屋委员会主席的黄汉伟也补充说，承包商获颁工程合约后，不允转手他人，否则就是一种不负责任的举止。何况，中央政府所授予的工程都是为了协助F级承包商，所以唯有拥有良好记录者，才会被挑选。

让另一批巫统土著受惠

针对此，黄汉伟（左图）今天向媒体表示，槟州民联政府在308大选后，同时推行公开招标和抽签方式，使F级承包商至少享有比较公平的机会。因此，阿查哈所发表的言论与良好施政背道而驰，更形如在开民主的倒车。

“类似的做法，不就是在鼓吹让另一群巫统土著（UMNO-Putra），靠拢巫统的影响力来争取金钱利益？同时，也促成另一批利益共同体的形成和崛起。”

公开招标抽签方式并行

去年3月，槟州行政议会曾通过“所有政府工程和采购合约采取公开招标”的议决，而所有2万令吉以下的工程和5万令吉以下的采购合约，则将以抽签方式进行。

此外，针对所有在抽签或公开招标下已获得竞标和合约的公司，州政府将开放两周时间，让公众和各单位提出抗议。一旦有人提出抗议而证明有关公司涉及舞弊、诈骗等等不法事务，州政府将把该公司列入黑名单，工程将另行招标。

显示巫统内斗渐白热化

有鉴于此，黄汉伟在接受《当今大马》电訪时形容，阿查哈身为在野党领袖，如今却要求承包商串通巫统来获得中央工程合约，是不择不扣的政商勾结及朋党徇私的写照。

他认为，巫统区部的权力已大过天，“有鉴于此，很多人才不得不选择靠向巫统来争取好处。”

“你也将看到，由于不是区部主席，类似诗布朗再也州议员阿里夏（Arif Shah）的领袖将在党内进一步被边缘化，这也正显示巫统的内部斗争已逐渐白热化。”

无论如何，黄汉伟在抨击阿查哈之余，也表示，槟州政府将与国阵中央政府携手合作，在西南区建造500个单位的人民組屋，让贫困州民有能力购买房屋，以及安顿被发展计划影响的非法木屋区等居民。

据其透露，两者的合作方式将是由州政府拨出价值1010万令吉的土地，而房地部则负责拨款、挑选承包商、建筑工程和提供全面的基本设施。

短短的一個多月內竟然發生超過10宗的搶劫案，阿依淡居民受不了歹徒的無法無天，特於週日早上聯同黃漢偉州議員一起到警局報案。（圖：星洲日報）
（檳城）一個多月內發生超過10宗的搶劫案，歹徒的橫行霸道令阿依淡人直呼：我們受不了了！

一群曾經被搶的阿依淡居民，今日（週日，3月8日）連同阿依淡區州議員黃漢偉一起到警局，要求警方提高警惕、加強巡邏，把近期來頻頻在阿依淡幹案的歹徒捉拿歸案，好讓大家不必再惶恐不可終日。

盤點曾經涉及毒品事件的藝人，到底有誰？

這些受害者包括了李明福（72歲，未報案）、李國典（75歲）、林來香（69歲，未報案）、汪玉枝（68歲）、吳宋發（43歲，未報案）、陳芮全（40歲）及夏麗涓（36歲）。其中，以老人和婦女居多，被搶者的損失從幾十令吉到幾百令吉都有。

黃漢偉在協助尚未報警的受害者向警察報案後說，所有在這一兩個月內受害的民眾都是發林、阿依淡內的住戶。依據他們的說法，歹徒出沒的時間從早晨到晚上都有，簡直就是無所不在。

搶匪有兩組人馬

“搶匪有兩組人馬，他們在作案時，都會拿著一把巴冷刀。其中一組的成員一胖一瘦，另一組則是兩個身材瘦小的劫匪，這幾個搶匪皆口操淡米爾語。

“兩幫歹徒都是騎著電單車跟蹤受害者後，再趁無人之際，將他們攔下搶劫。我猜想，劫匪皆是來自同一個集團的。”

黃漢偉也說，按警方的說法，這一帶的劫案其實並不多。這顯示出很多人在被搶後，沒有馬上報警處理。

因此，他強烈呼吁尚未報案的居民趕快出來，別再保持沉默了！

“警方有了記錄，就會特別處理。換言之，越多人報案，則越能得到關注。”

半路被攔截
歹徒搶金飾

一名在上週被搶的年輕媽媽夏麗涓告訴《星洲日報》，他是在早上7時許送孩子到僑南小學後，回家時被歹徒盯上。

“他們在半路攔截我，當時，我還回不過神來，根本不知道對方是要來搶劫的。”

她說，歹徒下車後，就走到她身邊就把其身上的金飾搶走。這時她才驚覺事情不對了！所幸，過程中她並沒有受到任何傷害。

拒交出財物手腕被砍傷

另外一名也是在早前被搶的李國典，則因為拒絕把財物交出，結果左手手腕被歹徒砍了一刀。

“我記得當時搶匪拿了一把巴冷刀指著我，呼喝我把錢拿出來，但我不肯，他們就叫我把戒子脫下。”

他說，自己在那時突然感到非常的生氣，就大聲地回答他們：“你要戒子的話，就把我的手指砍下來吧！”

結果，那群喪盡天良的搶匪就真的就拿著巴冷刀朝李老劈了下去。情急間，李老用其左手擋了下來，導致手腕留下一道長疤。

308 一周年感想

2008年3月8日下午4时半, 我抵达选区内最后一间学校, 巡视以确保我的监票员就位及安排妥当. 负责选举工作的公务员向身边的同事说 ‘就是他.’我走出教室, 一名国阵工作人员向我示友善并恭贺我中选. 我一笑置之, 因为选举的最后成绩会在二个小时后才能一分天下.

我于1997年开始加入民主行动党, 历经1999年及2004年大选, 对于选战工作已累积不少经验. 我分别在2次大选中担任国会议席候选人的竞选代理人. 1999年时第一桶票箱的成绩是好消息. 但接下来是兵败如山倒的成绩.

所以308成绩从选区算票中心陆陆续续传来时, 我并没有太大的情绪波动, 至到其中一箱关键性的甘榜马来由成绩揭晓我才确定我攻下亚依淡州议席.

我们这一班新科民联州议员很多都是在烈火莫熄年代前后响应历史的召唤, 投身于民主运动. 我们没有历史的包袱, 我们对于建立新制度还是抱着高期望及勇于破旧立新.

中国于1978年启动改革开放, 历经了30年经历了经济复兴, 从计划经济回归自由经济, 我们才在近年内看到国力上升, 社会充满活力, 人民生活水平大幅提高.

邓小平当年说的是务实的话: “摸着石头过河.”他当年有大方向, 没有短期目标、中期目标或长期目标. 所以确立大方向远比一个有齐全计划但歪曲及错误的大方向来得好.

确立大方向后, 有关的细节就由公务员体系, 公民社会及体制内的各大大小小螺丝钉去落实及执行.

所以我们从历史中读到英国首相邱吉尔能够在二战期间还可忙里偷闲睡午觉. 美国总统亦有正常的日常作息.

新加坡及香港也是历经数十年的社会发展, 建立在良好的基础及系统下, 才能达到国际城市的水平.

回顾一年, 民联槟州政府单凭三项大方向, 在政治上摆脱了巫统霸权的影子, 在文化教育上推动多元主义, 在经济上扶弱济贫, 就可夺下高分.

选民给予我们的委托是五年. 在未来的日子, 议员们还必须多下功夫, 不只是在灭火解决问题, 还须花时间在确立大方向, 制定资源分配及改革旧制并立新制度及突现新作风, 以回应选民308改革的期望.

The theme for this year IWD is "Women and men united to end violence against women and girls". The DAP Air Itam Service Team celebrate IWD by distributing flowers at Air itam Bus Station.

10 Accomplishments as State Assemblyman of Air Itam

It has been a year since I was elected as State Assemblyman for Air Itam. I try to capture what I have accomplished in a year as the legislator representing the residents of Air Itam.

1. Setup a Service Center at Air Itam.
During the election campaign, I have pledged to setup a service center. I converted my law firm - Wong Hon Wai & Co to become the service center. It was setup on April 12th - a month after I was elected.




2. Meet the people session every Tuesday 8pm to 10pm.
I have religiously followed a schedule to meet the people every Tuesday night. Air Itam Service Center serves not only residents of Air Itam but also extended the service to peoples from neighbouring constituencies.




3. Support Mother Tongue Education by
(a) confronting UMNO Assemblyman during the debate at the State Assembly

(b) Contributing ideas as a member of the Penang State Government Chinese Schools Coordination Committee

(c) Writing weekly column at local newspaper on the issue of languages

(d) Constituency allocation for 7 Schools in my constituency amounting to RM33K.

4. New Traffic Arrangement at Air Itam
(a) During the Chinese New Year festival, I have worked with Police and MPPP to find ways to improve traffic in Air Itam. MPPP has done trial run and decided to switch off the traffic light at Kampong Bharu from 6.30am to 9am. This will improve traffic coming from Air Itam and Farlim towards Town during early morning rush hour.

(b) I am also working with Kek Lok Si on a new car park for tour buses.


5. Cultural activities
I have organised three major cultural activities in Air itam for the whole year namely Pesta Tanglung, Hari Raya Puasa and Pesta Ponggol. I was told that the Pesta Ponggol was first of its kind in Desa Mawar area.




6. Resolve Infrastructure issue
(a) Replacing the underground pipe for Lorong Zoo 2 - resolving the issue of frequent water disruption.

(b) 6 small projects in Air Itam - reconstruct the drainage, resurfaced the road etc.

7. Highlighted the floods issue in Sungai Air itam and the State Drainage and Irrigation Department is working on the floods mitigation project.

8. Charity activities
(a) Working with Welfare Department to register hardcore poor families in Air Itam.
(b) Distributing aid to the 150 flood victims in Air Itam.




9. Work with Jabatan Bomba on the missing arm issue - Solution: Pelangi Alternation Solution Adaptor.




10. Tackling the landslide issue by building retention wall.

v（檳城8日訊）亞依淡區州議員黃漢偉在中選一年后，列出他對選區內的十大貢獻，包括政經文教與民生課題。
黃漢偉配合今日婦女節，前往亞依淡巴剎派發玫瑰花予婦女時，如是指出。

他指出，今年婦女節的主題是“聯合起來制止暴力侵害婦女的行為”，因此，男女都應攜手合作，一起制止暴力，派送玫瑰花也是一項醒覺運動。

黃漢偉也在308一周年派發他的聯絡資料卡片，並表示會在未來1年內在選區走透透。

（一）實現競選宣言，于去年4月11日成立服務中心。

（二）每周二晚上8時至10時在服務中心接見民眾，互動並提供服務。

（三）支持母語教育行動，目前是州政府華教事務委員會成員，因為亞依淡有8間華校，他更為重視母語教育。

（四）在農曆新年宣佈舒緩交通的方式，甘榜峇魯紅綠燈每天上午6時至9時關閉，舒緩發林局部交通阻塞現象；積極與極樂寺配合建停車場。

（五）舉辦三大種族慶典，即中秋節、開齋節及印度人豐收節。

（六）向行政議會反映亞依淡河水泛濫問題，已獲得水利灌溉局重視，在州回教堂附近進行拉直河流工程。

（七）消防栓雙壁不見的問題，在聯絡消拯局之后，示範輔助儀器的解答民眾問題。

（八）惠安村土崩事件，已建防崩牆。

（九）在亞依淡進行七項小型工程，包括鋪柏油路及更換動物園路地下水管等。

（十）登記約100個赤貧家庭給予福利局，並分發救濟金予150戶受亞依淡河水災影響的災民。

北海消拯局推出辅助器 无臂消防栓也可救火 2009/03/02 11:57:28

（槟城1日讯）北海消拯局已研发一种辅助仪器


（Pelangi Alternative solution adopter），只要在被窃走“双臂”的消防栓上装上此仪器，就可以启动及使用“无臂”消防栓救火。

这种于2006年研发的辅助仪器主要分成“Pasa06”及“Pasa07”，“Pasa06”是装在失去一臂的消防栓，而“Pasa07”则用在失去双臂的消防栓，整套辅助仪器价值6000令吉。“我们只需一分钟就能在装上这辅助仪器。”

槟州率先使用

虽然这套仪器的价格比消拯局用5000令吉来重装整个消防栓的消费还高，但却能一劳永逸杜绝不法之徒偷取消防栓的“双臂”，因此，槟州消函局已计划取下全槟的消防栓“双臂”，改用辅助仪器取代。

垄尾消拯局局长依斯里今日带领消拯员，应槟州行政议员黄汉伟邀请在发林鲁路（Jalan Ru）一带向媒体示范如何以辅助仪器使用消防栓时说，槟州是第一个使用此辅助仪器的州属，目前沙巴、彭亨及柔佛等州属也开始使用。

“全槟共有16间消拯局，每间消拯局都有两套辅助仪器，所以，全槟目前共有32套的辅助仪器，不过这个数目仍然不足够。”

他建议州政府通过拨款方式，让义务消拯队也能够拥有此仪器。

拟研究塑胶取代钢铁双臂

垄尾消拯局局长依斯里透露，消拯局目前正研究使用塑胶消防栓双臂，以取代现有的钢铁双臂。

“使用辅助性仪器只属于短期方案，塑胶消防栓双臂才是我们的长期目标。”

他今早一项记者会上，这么说。无论如何，他指出，使用钢铁消防栓双臂而流出的水压30BA，若使用塑胶形消防栓双臂，就必须确保可以产生同样的水压。

另一方面，他欢迎居民加入消防栓之友，以领养住家前的消防栓。

“若发现消防栓双臂被偷走或遭人撞倒，居民都可以联络我们。”

较早前，槟州行政议员黄汉伟说，他在去年7月就接到鲁路居民的投诉，指当地5个地区的消防栓全被锯断，为了安抚民心，他安排消拯局示范他们已经使用的辅助性仪器。

Masalah kecurian siku pili bomba diatasi


AIR HITAM - Semalam Bomba dan Penyelamat Jalan Perak dan Paya Terubong bekerjasama menganjurkan demonstrasi menangani masalah kecurian siku pili bomba.

Sejak kebelakangan ini, kecurian siku pili bomba semakin menjadi-kadi terutama di kawasan Hitam. Sehubungan itu pihak bomba mencipta Pelangi Alternative Solution Adaptor (PASA).

Ketua Balai Bomba dan Penyelamat Paya Terubong, Idris Mydin berkata kawasan yang paling kerap mengalami masalah ini ialah kawasan di sekitar Pulau Pinang.

“Taman perumahan Jalan Ru Air Hitam turut mengalami masalah yang sama.

“Terdapat 16 buah pili bomba di sini dan 8 buah daripadanya tidak lengkap kerana sikunya dicuri. Ini adalah kerana siku pili bomba mempunyai nilai harga yang tinggi dan menguntungkan jika dijual,” katanya.

Sehubungan itu, pihak bomba menemui cara terbaru untuk menangani masalah kecurian siku pili bomba apabila berjaya mencipta PASA.:

“PASA ini terbahagi kepada 2 set iaitu PASA 6 dan PASA 7. PASA 6 digunakan apabila sebelah siku pili bomba hilang.:

Pemadan ini akan digunakan untuk menutup sebelah pili bomba tersebut untuk mengelakkan pembaziran air berlaku.

“Jika pemadan ini tidak digunakan, tekanan air akan merendah dan ini akan menyukarkan proses pemadaman api dapat dijalankan dengan lancar,” katanya.

Menurut beliau, PASA 7 pula akan digunakan apabila kedua-dua belah siku bomba hilang dan tidak dapat digunakan langsung.

Ia digunakan untuk melancarkan pengaliran air ke jentera bomba dan memudahkan kebakaran dapat dipadamkan.

Kedua-dua belah pemadan akan dipasang pada bahagian siku pili bomba yang hilang untuk memudahkan perjalanan air.

ADUN Air Hitam, Wong Hon Wai yang turut menghadiri demonstrasi memuji tindakan pihak bomba yang giat mencari alternatif untuk mengatasi masalah besar kecurian siku bomba yang semakin serius ini.:

Ketua Balai Bomba dan Penyelamat Skein Citbanchong berkata penggunaan PASA ini hanyalah sementara dan pihak bomba kini sedang mengkaji untuk menukarkan pemadan PASA tersebut dengan menggunakan plastik dan PVC.

“Kami akan cuba menggunakan plastik atau PVC yang mempunyai kualiti yang sama seperti besi. Penggunaan plastik adalah lebih murah dan menjimatkan.:

“Satu set PASA ini sahaja berharga RM6,000 dan setakat ini sahaja kesemua jentera bomba dilengkapi peralatan tersebut untuk digunakan ketika kecemasan,” katanya.

Beliau juga turut berpesan agar jika orang awam dan para penduduk terlihat sebarang kejadian yang mencurigakan atau terdapat aktiviti kecurian siku pili bomba bolehlah menghubungi balai bomba Jalan Perak di talian 04-2825744. Kerjasama orang ramai amat diperlukan untuk membanteras kes kecurian ini.
